Curtis was born in a quaint little village within Wales. Being muggle-born, it came as a great surprise when representatives of the school approached his family about attending the Hogwarts school of Withcraft and Wizardry. Throughout his school-life, Curtis proved himself to be an outstanding, honorable, and bright student. He achieved straight O's in his OWLS in his fifth year, and in his NEWTS the final year. Those who wondered why he hadn't been placed in Ravenclaw got their answer when he graduated and applied to be an Auror. Curtis' honor and fair demeanor swiftly gained him much popularity among the wizarding world, speeding his way to the Head of the Auror Department in the ministry.

When Harry went berserk, Curtis had quickly fled from the ministry and went into hiding, urging others to do the same. His foresight saved a few lives when the Dark Lord struck, weeding out sympathizers to the Order and replacing those positions with Death Eaters. Hearing rumors that James Potter had survived the slaying of the Potter family, Curtis made his way to the Chase Manor and helped to make it the impenetrable fortress that it is today.

I'm almost positive that's John Simm. It looks like a gif from Who.

It is John Simm. If you google John Simm gifs it pops up. He's a Who character- fans never can keep the characters from crossing paths. XD
